For Arma2 OA you have to run cpbo from the command prompt for arma2 OA files. Copy cpbo.exe and the pbo to a working folder. Go to the command prompt change to the working folder and type for example. cpbo.exe -e 1.pbo /not just cpbo -e 1.pbo.
It worked for BIS files.
